WHAT ARE YOUR CHARACTER'S STRENGTHS?:
Rumlow's greatest strength is his ability to dissemble. To shift into a role and become such an accomplished chameleon that not even the most skilled can see through his deception. Enhancing that is how easily he reads people. Every good spy needs to see through their opponent and figure out their motivations, feed into their beliefs and extract any information they might need. Even if that collection is largely passive, it's still evident in how seamlessly he melds himself to one organization while truly opposing it within another. Rumlow is a determined man, highly motivated and disciplined. He's professional until he doesn't need to be and his resolve with regards to the cause is paramount. His mind works quick, both on a tactical and strategic level. He'll do whatever it takes to further his goals without much in the way of moral quandaries.
WHAT ARE YOUR CHARACTER'S WEAKNESSES?:
While Rumlow would hardly consider them weaknesses, his callousness and general lack of compassion makes him a difficult man to get along with. Mix it up with a utilitarian perspective that gladly flirts with fascism and it turns Rumlow into the poster boy for the classic bully. Such an attitude can lead to cockiness, and while Rumlow tends towards caution in most cases, his arrogance can get the better of him, leading him to the most heinous of villainous crimes: monologuing.
WHAT EVENTS OR CIRCUMSTANCES IN YOUR CHARACTER'S PAST HAVE IMPACTED THEM THE MOST?:
For Rumlow, it's always been a life of conflict. From his youth, when he climbed the ranks of a small time gang to become its leader was his first step in a life of questionable allegiances. It was a rough life, but it taught him how to command, how to fight, and when to put someone else in the line of fire.
Once he got older, he was scouted by HYDRA and subsequently put through its rigors to become a fully fledged operative. HYDRA isn't known for its coddling approach, and the training hardened Rumlow well beyond his fledgling roots. He was turned into a weapon for the cause, though he was given far more rein to think for himself than your standard grunt.
In fact, his eventual placement as a double agent within SHIELD is certainly among the top most significant events in his life, a defining mission that offered unique challenge. Entrusted with keeping a cover on a team that consisted of one of the world's greatest spies and the world's greatest soldier, Rumlow had to be flawless. He couldn't slip for even a moment, had to keep his backstory perfectly in line. He managed to, at least, until protocol had to be broken, and he was granted permission to show his true colors.
The SHIELD agent facade was stripped away and the skull and tentacles of HYDRA were revealed. He betrayed his former teammates, those members of the Avengers that hadn't been in on the joke that their entire tactical team was made up of double agents. It was easy for him, because it wasn't personal. Rumlow was obeying orders, and if that meant he had to put a bullet in someone he once trusted to have his back, then he would do just that.
WHAT MOTIVATES YOUR CHARACTER?:
Rumlow is primarily motivated by loyalty. Whether it's to a cause, to a person, to HYDRA, his determination to carry out those directives is paramount. He has certain other vices, most of which get expressed through his job. He's got a sadistic streak, and the power that comes from his rank heavily inspires him. That ties into Rumlow's secondary motivation, which is control. He believes order only comes from pain, and thus, finds little in the way of limitations as to what he'll do to achieve the control he craves.
WHAT IMPRESSION DO OTHERS TEND TO HAVE OF YOUR CHARACTER?:
The benefit of being a spy is that it's easy to put on a personality that suits the company. While under the guise of a SHIELD agent, Rumlow wore a competent, though hardly stoic attitude. A bit snarky, but not overtly rude, Rumlow displayed a sort of bad boy persona, just enough to contrast the goodness of the STRIKE unit's commander. He doesn't seem particularly deep, nor profound, though it's clear that he understands the workings of the organization he's employed by all the same.
His true self isn't that different. Focused, intelligent, the guy who gets the job done, without complaint. The one who loves a fight, maybe even enjoys pulling the trigger more than necessary once he's gotten himself riled up. The passion he shows, that loyalty to HYDRA, is all too apparent once the veil is pulled away. It's then that Rumlow truly becomes striking.
IN WHAT WAYS DOES THAT IMPRESSION DIFFER FROM WHO YOUR CHARACTER REALLY IS?:
If Rumlow doesn't need to wear a fake persona, then he does little to obscure himself. Certainly, the greatest difference is how clever he really is, how calculating and deceptive. Just as he can play the tactical, reactive role that most know him for, he can also play for the long term. He's always crafting strategies to keep him on top of whatever scenario is set before him.
His history molds him far more than he'd ever share as well. HYDRA's methods of teaching leaving him with a very particular view of the world, Rumlow isn't easily shifted from them. The concept of loyalty too, shows stronger just beneath the surface. His is fierce, but hard won. You'll have to do more than impress him to earn it.
HOW DOES YOUR CHARACTER HANDLE CRISIS OR ADVERSITY?:
With professional skill. Rumlow has spent the greater portion of his life working in and out of special operations. Getting in the middle of a firefight is hardly uncommon, and dealing with casualties while still pressing for the mission objective is manageable. He's a trained killer, qualified on a number of weapons that he can utilize with brutal efficiency.
He's calm and concise, and very few combat situations would really throw him off. Even if the odds are stacked against him, Rumlow is the type to see it through to the end.
WHICH 5 THINGS WILL YOUR CHARACTER REMEMBER UPON ARRIVAL, AND WHY DID YOU CHOOSE THEM?:
1. He was assigned to the STRIKE unit of SHIELD. (He will not know he is a double agent for HYDRA.)
2. He knows about the SSR and the Howling Commandos.
3. He has been searching real hard for someone for a few days.
4. Public displays of affection make him very uncomfortable.
5. He knows how to handle a variety of firearms.
These memories have been chosen to give Rumlow a baseline for what sort of person he is and where he comes from without revealing the twist. The third and fourth memories are intended to add suspicion, inciting Rumlow to seek out truth. The fifth simply comes in handy.

What Brings Them To Hell: Rumlow, during his living days, was a member of an organization known as HYDRA, a former splinter group from the Nazi Party. Their goal in his day and age is to control the world, deemed too chaotic to function without their guiding hand. Rumlow's job was to be an undercover agent within SHIELD (an organization meant to protect the world), and help facilitate HYDRA's agenda by working on SHIELD's STRIKE team. After working closely with Captain America, once HYDRA was revealed, Rumlow betrayed his former CO and fought and tried to kill his team before they could stop the culmination of HYDRA's efforts to annihilate their enemies. In this reality, Rumlow died being crushed by the collapsing SHIELD headquarters. Rumlow was merciless in his endeavors to accomplish HYDRA's intended mission and generally unfeeling when it came to either betraying his allies or perpetuating the systematic torture of a friend of said ally. Hence, kind of an asshole.
The Pitch: Welcome to Hell, you say? Well, here is a fine gentlemen that fits right into this whole sordid affair. Meet Brock Rumlow, de facto leader of STRIKE, a loyal member of the extremist Nazi splinter group called HYDRA, and one of the best undercover agents the Marvel Cinematic Universe has ever seen. He is a bad man doing what he believes is the right thing; who's performed the difficult, dirty jobs that any ruthless leader of a military arm of the government would do in order to make the world a 'better' place. While his ultimate loyalty is to HYDRA, his skill lies in working on both sides, maintaining rapport with his SHIELD allies and Captain America in particular.
But nothing's personal for Rumlow. His betrayal of SHIELD is seamless, switching from ally to enemy without even a flicker of doubt. Yet even so, he remains a professional, understanding HYDRA's end goal well enough that he knows how to point his gun and when to pull the trigger. It's evident his competence is clearly valued. HYDRA would never have put him in such a prime position, so close to someone who would be ready to tear them down in an instant if revealed.
Partnering him with Steve Rogers was a risk, one that Rumlow embraced, cultivating a camaraderie with the man while lying through his teeth about who and what he really was. His impeccable ability to dissemble, to play the role, to manipulate anyone and everyone he comes across is truly his forte. That uncanny ability to chameleon himself into whatever situation is necessary allows him to become so skilled at undercover work.
Utilizing these abilities, Rumlow works HYDRA's agenda by any means necessary. Killing people is easy when you justify it with a lofty goal like world peace. Even if the number of people rises into the millions, as Rumlow was prepared to do in support of Project INSIGHT. Threatening unarmed personnel at gunpoint is all in a day's work and Rumlow is never anything but 100% committed to the cause, even when he's got a gun pointed at his own head in turn.
In the end, all that dry wit and charm belies an unrepentant killer, a conspirator and a traitor. In Hell, Rumlow might not have HYDRA, but he still has all that they gave him. Like a snake, he'll just slither into the prime position he desires, waiting to strike.
Setting Fit: Adaption is key, and luckily, it’s a trait Rumlow has in spades. Hell is going to be real different from what he’s used to. Without the leadership of HYDRA, he’ll be a free agent, with no agenda to work but his own. While aiming towards getting a decent grasp on how things work in town, he’ll likely start to collect individuals of interest – either those he believes might prove trustworthy (or as trustworthy as one gets in Hell) or those he might use to gain one thing or another. He’s used to structure, however, and while he might enjoy his ‘freedom’ such as he has it, eventually the need for a more organized system will call.
Whether that’s infiltrating the ranks of the prominent Brimstone Corporation or creating a rival group of his own, Rumlow is sure to find some way to plant the seed of HYDRA once again. He’ll talk to people, weed out those unworthy and gather the ones whose influence or skills might benefit. Rumlow will work at the front of the line or in the shadows, whatever it takes to build his circle. He won’t balk at living a double life. He’ll enjoy manipulating those who might not take to his darker side with a more accommodating persona, all the while blatantly showing how awful he can truly be to those seduced by such actions.
In all likelihood, the buildup will be slow, methodical. Rumlow knows the value of being careful, and won’t try anything grandiose unless the timing is right. As much as he enjoys violence, the insidious approach is often the more successful. To be sure, Hell will have something coming, with Rumlow in town.
