Hello! I'm sorry you feel that way, but when you have a character with a limited canon, you have to work with what you have. As such, the headcanon I have with Rumlow is that he's a chameleon. He modifies his behavior to suit whatever setting he exists in. This is evident in canon as his demeanor changes from when he's still under cover on STRIKE and when he's revealed as HYDRA.
That being said, he has game CR with Chase that they are in a sexual relationship, so naturally, innuendo is going to occur. As far as others go, he flirts because it's a very easy way to manipulate people, which is how he gathers allies. If your character isn't interested in such things, shooting him down is a pretty quick way to get it to stop. He won't be interested in pursuing that avenue as it won't gain him anything.
